Responsibilities of a licensed grain company

As a licensed grain company, your company must fulfill various day-to-day operational and reporting responsibilities. These responsibilities vary depending on your class of licence. Monthly reports of outstanding liabilities to producers must be submitted to the Licensing and Security unit of the Canadian Grain Commission. All other reports are submitted online to the Statistics and Business Information unit. Weekly reporting periods are from Monday to Sunday inclusive.

Responsibilities by licence class

Licensees must post security to cover all eligible liabilities pursuant to the Canada Grain Act and Canada Grain Regulations. If a company is unable to pay producers, this security is divided among all producers owed money for their grain.

Grain dealer

Grain dealers must:

  • issue authorized grain receipts on delivery of grain
  • issue authorized cash purchase tickets for grain upon purchase
  • submit a monthly report of outstanding liabilities to producers by day 15 of the month following the reporting period
  • submit a monthly grain handling report by day 25 of the month following the reporting period

Primary, terminal and process elevators

Licensed primary, terminal and process elevators must:

  • post their licence in a conspicuous location in the elevator building, such as a reception area
  • file a schedule of tariffs annually and before any changes become effective
  • provide a Measurement Canada Device Examination Certificate showing that an authorized party has inspected and certified their weigh scales each year
  • store all grain received in an elevator building described in the licence application
  • submit a written request if grain must be stored on the ground
  • keep elevator buildings and associated equipment in good repair
  • keep sampling equipment and surrounding areas clean

Licensed elevator operators must provide immediate written notification to the Canadian Grain Commission of:

  • functional alterations to the elevator or to grain flows, sampling, control or any other equipment (within 15 days of plans becoming available)
  • damage or destruction of any elevator building described in the application
  • damage, destruction or removal of any equipment required by the Canadian Grain Commission
  • damage or destruction of grain stored in any elevator building described in the application
  • plans to build a new elevator or renovate an existing elevator
  • changes in the total licensed capacity of an elevator during a licensing year

Primary elevator

  • Issue authorized elevator receipts on delivery of grain
  • Issue authorized cash purchase tickets for grain upon purchase
  • Fulfill requests for a Canadian Grain Commission inspector’s grade and dockage determination
  • Submit a monthly report of outstanding liabilities to producers by day 15 of the month following the reporting period
  • Submit a weekly grain handling report each Wednesday by 4:30 pm (Central Time)
  • Submit an annual report of net handlings by October 15 each year

Terminal elevator

  • Submit a daily grain report of elevator receipts and shipments completed (including vessel loadings) to the Canadian Grain Commission
  • Submit a weekly report of week-ending elevator stocks by grain and major statutory grade each Wednesday at 4:30 pm (Central Time)

Process elevator

  • Issue authorized grain receipts on delivery of grain
  • Issue authorized cash purchase tickets for grain upon purchase
  • Submit a monthly report of outstanding liabilities to producers by day 15 of the month following the reporting period
  • Submit a weekly grain handling report to the Canadian Grain Commission each Wednesday by 4:30 pm (Central Time)
