At its meeting on May 14, 2004, the Eastern Standards Committee recommended the following grading changes to come into effect on July 1, 2004. All changes are subject to the regulatory amendment process. Several provisions of the Canada Grain Act authorize the Canadian Grain Commission to make regulations. Regulations are considered as general applications and are in effect from their issue date until repealed or amended.
The "Heated, Rotted and Severely Mildewed" tolerance will be changed for Eastern General Purpose barley to the following:
The "Degree of Soundness" definition for all grains refers to quality factors that are evaluated subjectively with the aid of a standard or guide sample. In soybeans, this would include factors such as adhered soil or any type of staining but not damaged soybean kernels.
Damaged soybeans are defined in the Canadian Grain Commission's Official Grain Grading Guide (OGGG) as those kernels that are sprouted, frost-damaged, shriveled, ground-damaged, insect-damaged, immature or otherwise unsound. Each grade of soybeans has a specific tolerance for damaged. Damaged kernels are objectively assessed according to procedures outlined in the OGGG.
The reference to 'damage' in the degree of soundness definition will be removed and reworded as follows:

Where the breakdown of the Canadian Food Inspection Agency registered wheat variety list and the Canadian Grain Commission wheat class structure are not the same, the Canadian Grain Commission proposes to establish a list of eligible varieties for those classes and change the "Variety Standard of Quality" statement to: "Any variety listed on the Canadian Grain Commission "Class" class eligibility Order".
Class eligibility lists will be created for Eastern wheat, barley and flaxseed and the "Variety Standard of Quality" definition reworded to reflect the creation of the lists.
The "K" values for barley, oats, and rye will be removed and replaced with percentage values.
